Since day one of this school year, our faculty and staff have been working feverishly to simultaneously provide for the needs of both virtual and in-classroom students. Over time it has become clear that while their effort has been remarkable, any expectations of sustainability of our current model throughout the remainder of the semester are simply unrealistic.
Beginning, Monday, November 2, 2020, MSD will shift to a 2:00 p.m. daily release time for all K-12 students. This will provide time daily from 2:00-3:30, for teachers and staff to work on planning and preparation to better support virtual and quarantined students. This schedule change will remain in effect until the end of the 2nd 9 weeks, at which time its effectiveness will be evaluated.
Information regarding Pre-K will be released shortly.
Some key points about the new schedule
· Dismissal at 2:00 p.m. each day
· 2:00 p.m. – 3:30 p.m. dedicated to teacher planning and preparation
· All classes will be shortened, but will still meet daily
· Boy’s Club after-school care will be adjusted to a 2 p.m. - 6 p.m. time frame at all three magnet locations
· Para-professionals will continue to work normal hours with possible adjusted assignments from each building principal.

The Marion Patriot Pride Marching Band will perform at the Arkansas School Band and Orchestra Association Region Marching at Assessment on Monday, October 26 at 7:00 p.m. in Patriot Stadium located at Marion High School. This is a very unique event due to COVID-19 restrictions. High school bands from across the state are being allowed to perform at their local stadium and the three judges will come to their school.
Bands must earn a superior or an excellent rating at the region level in order to qualify for the Arkansas State Marching Assessment that will be held at War Memorial Stadium in Little Rock on November 2.
The Region Marching Assessment being held at Marion High School will be open to the general public. The stadium will be open on the home side only and areas will be clearly marked for social distancing.
"We are very excited to offer this opportunity to our students who have worked extremely hard to produce a great performance," stated Director of Bands Monty Hill. "Our students are thrilled to perform for our Patriot community," Hill added.
Admission is free for this event.

Parent Responsibilities for Virtual Students
Please recall that as we outlined in the information provided to you before the start of school, that while the teacher is responsible for providing the curriculum and the instruction, the parental involvement is crucial in order for virtual learning to be successful for a student. It is essential that parents monitor student activity daily, ensure that assignments are completed on time, and encourage students to stay on track. While we understand that many challenges arise from maintaining work schedules and commitments while you are supporting your student's efforts at home, these expectations are vital to the success of your student(s).
If at any time the demands of virtual learning become too difficult for your family to maintain, please know that your student(s) are welcome to return to the classroom for face-to-face instruction- by simply contacting your school’s main office.
Recommended Time on “School Work”
The following are recommendations from the Marion School District for the amount of time (per subject) a student should be engaged in school work each day through any delivery model. This includes instruction and assignments. Recommendations are based on a review of guidance from other states and discussions with local schools and parents. We want parents/students to focus on the process of learning. Engagement is the key to reducing any learning regression.
Recommended Time on “School Work” (per subject)
Grades:
PK-4 -- 30-60 minutes a day, maximum of 5 hours a week
5-8 -- 45-90 minutes a day, maximum of 7 ½ hours a week
9-12 -- 60-150 minutes a day, maximum of 12 ½ hours a week
Students in Honors, AP, or concurrent courses will most likely exceed the recommended times.
All students should be reading regularly in addition to instructional time.

Dear HCGC Parent of K-2 Virtual Student: Arkansas requires each student in grades K-2 to be assessed several times a year. The window for fall testing is currently open. Your student is required to take Renaissance Star and Dynamic Indicators of Basic Early Literacy Skills (DIBELS). The Renaissance Star assessment can be administered at home, but the DIBELS needs to be face to face with a certified teacher if possible. Please fill out the attached form to let Marion School District know if you will be administering the Renaissance Star assessment at home to your student or if you would like to bring your child to campus after hours for a Marion School District employee to administer both the Renaissance Star and DIBELS assessments. COVID 19 has brought many changes to this school year. One such change is the way we host athletic events. The district must follow all guidelines and mandates set by the Arkansas Department of Health and the Arkansas Activities Association.
Following these guidelines limits the total number of spectators allowed in each venue. The district has set the following standards for Home High School Varsity football games.
Each student athlete, band member, and cheerleader will be allowed to purchase two tickets.
All Tickets will be sold prior to the event.
AAA passes will be allowed until event maximum capacity is reached.
Patriot Passes will be allowed for admittance until event maximum capacity is reached.
No school ID passes will be allowed for admittance.
Seating is clearly marked by family groups, maintaining six feet of social distance.
Volleyball / Junior High Football Game events
Tickets will be sold at Patriot Arena / Patriot Stadium until the COVID 19 capacity is reached.
The district may choose to pre-sell tickets for some game nights.

Today, Marion School District received notification that 5 students have been confirmed as positive for COVID-19. None of the five have been on any MSD campus during their infectious period. As a result, no staff or students have been exposed or identified as a close contact. The campuses affected are VPA, HCGC, and MJHS, however, three of the five cases are virtual learners and the remaining two cases have not been on our campus since we began school on 8/24/20. Greetings Patriots!
In response to a growing number of requests from parents- the Marion School District would like to clarify the process for students that initially signed up for the virtual learning option- who at anytime desire to transition to face-to-face, in-classroom instruction. This can be accomplished in 2 easy steps.
Step 1 - Go to the main office at school where your child is registered.
If you have a school provided device, bring that device and charger with you, turn it in and complete a Device Return Form.
Step 2 - The school secretary will then add your student to the list of students returning to face-to-face instruction and a class schedule will be provided to you and your student can immediately return to in-class instruction

I just wanted to pass on this guidance from Dr. Dillaha from the Arkansas Department of Health:
Arkansas Department of Health State (ADH) Epidemiologist Dr. Jennifer Dillaha recommended that Arkansans wear face masks that fit pretty closely to the face and consist of a minimum of two layers of material in order to reduce the puffs of air that can go through or around the mask. Dr. Dillaha said masks with valves are not effective because the valve focuses a stream of air and does not prevent respiratory droplets from making it outside the mask. If individuals choose to wear neck gaiters or bandannas, they should double-them up because the second layer of material will offer added protection.
MSD will not police types of masks worn by faculty/students, as long as the mouth and nose are covered, per MSD policy. However, please consider using a mask with at least two layers of material and with no expiration valve to best protect others!
Lastly, remember masks should be treated like underwear... KEEP THEM CLEAN AND CHANGE THEM DAILY!!

UPDATE: Pandemic-EBT Assistance for Families Whose Children Get Free or Reduced Lunches
The federal Food and Nutrition Services under the U.S. Department of Agriculture approved Arkansas’s plan to provide Pandemic EBT (Electronic Benefits Transfer card) assistance to families with additional grocery costs as a result of school closures. For each child enrolled in the National School Lunch Program, a family may receive a one-time benefit of $319, which is the value of the average cost of a school meal ($5.70) multiplied by the number of days missed in March, April, and May. This is not a cash benefit but rather a card that families can use at any grocer that accepts Supplemental Nutrition Assistance Program (SNAP) benefits. The Arkansas Department of Education worked with local school districts to obtain lists of student names and addresses for those participating in the program.
Below is an overview of benefits provided to-date, initial and ongoing challenges and solutions, and a timeline of the program.
Overview
The Department of Education submitted a list of about 306,000 students that received free or reduced priced meals. The total benefit amount issued for Pandemic EBT was approximately $99,224,950, which is paid entirely with federal funds. Of those eligible:
• 101,999 children were in families that already participate in the traditional SNAP program.
o DHS already had addresses for these families in our eligibility system.
o The additional $319 per child was loaded to EBT cards starting June 29.
• 205,000 children were in families that are not participating in the traditional SNAP program (or who were in SNAP but the address at the school did not match the address in their SNAP case).
o Because these families are not in the DHS SNAP eligibility system, the Department of Education got lists with the latest available address from schools, and DHS used that list to mail out EBT cards.
o Cards began going out on July 9.
o 151,000 of these cards have been activated.
Challenges and Solutions
Because this is a program that has never implemented in Arkansas prior to 2020, there have been some challenges both at the outset and ongoing that we have or are working to overcome.
• Initial Challenges and Solutions
o Change of Address – For many of the families who were not SNAP participants, the addresses were months old, and it is likely that many had moved without notifying their schools or DHS. By the time DHS provided the list of addresses to the vendor on June 25, it had processed 3,000 address changes but not all address changes submitted were able to be processed by that time.
o Length of time to distribute initial benefits –There are only a small number of vendors that create and mail out EBT cards across the country. That meant that once DHS submitted the names and addresses on June 15, the vendor first had to mail out cards for other states that were approved before Arkansas. This delayed the mailing of cards by two weeks and resulted in DHS changing dates for distribution of benefits.
• Ongoing Challenges and Solutions
o Eligible children not on list – Since we issued benefits on June 29 for existing SNAP clients and July 9 and 17 for non-SNAP clients, families have reached out to say they either received Pandemic EBT for some but not all eligible children OR that their child is eligible but did not receive Pandemic EBT benefits. To address this, DHS is working with the Department of Education, which is in turn working with school districts, to confirm eligibility and issue cards for these families.
o Large volume of emails asking about card status –Because of the delay in issuing benefits, the need for address changes, and the issue related to eligible students not being on the list, we received a large volume of emails from families and are behind in processing them. To address this, DHS is pulling staff from other areas within the agency to help quickly process emails and determine what action, if any, needs to be taken. We expect to process all the remaining emails within the next two weeks.
o No return address – The vendor hired to mail out the EBT cards for non-SNAP families failed to include a return address on the envelopes. To date about 26% of these Pandemic EBT cards have not been activated. This week, we will ask families to promptly activate their cards as we will soon de-activate all cards that have not been activated and then re-issue them with correct addresses. New cards will be issued between now and September 30, which is the federal deadline for issuance of P-EBT benefits. The vendor, not the state, will incur the additional cost to re-issue the P-EBT benefits.
If a family has not received a card for a participating child or otherwise needs to contact DHS about P-EBT, they should email pebt@dhs.arkansas.gov. As noted above, we are dedicating additional staff to process and respond to emails to address client issues and concerns more quickly.

The student is currently following guidance and directives from the Arkansas Department of Health. The student-athlete has not been on campus since 7/23/20 and no probable close contacts were identified.
In addition, we will strive weekly to report the number of active students and staff positive for COVID-19 or in quarantine due to exposure to the virus.

Fourth grade teachers at HCGC have been missing their students, so on Friday, Mrs. George, Mrs. Millsap, Mrs. Preslar, and Mrs. Salter, went on a wave parade through Marion and West Memphis to see their students they haven’t seen in weeks. While students stood outside their homes, teachers drove by and were greeted with the sweetest posters, sidewalk messages, and waves from them. The teachers LOVED seeing their students!

Mrs. Salter wanted to share with MSD some pictures from a live science experiment she did with my 4th grade students last Friday.
When you have no classroom to teach in you have to get creative!
HCGC 4th graders were told to choose between 4 color tops to see which shape would create the tallest geyser! Students voted and picked the blue top to win!
Their hypothesis was incorrect as they came to the conclusion that the red top created the tallest geyser!
This was so fun and she's so glad she was able to support one of Marion's local businesses The Merry Magnolia owned by Tara McKenzie Barton by buying this fun product!

Gov. Hutchinson: No high school graduation ceremonies prior to July 1 by Michael Tilley
Gov. Asa Hutchinson said Saturday (April 25) that traditional high school graduation ceremonies will not be allowed prior to July 1. Arkansas Department of Education officials also are reviewing options in the event it is not safe to fully open schools in the fall.
The governor and Arkansas Department of Education Secretary Johnny Key said during Saturday’s COVID-19 press conference they know the delay is disappointing to many, but is necessary for public safety.
“I’m very sympathetic because I have a granddaughter who is a senior in high school this year. But it’s really a risk whenever you bring thousands of parents and students together in one assembly to have a celebration, and that’s exactly the kind of gathering that could lead to a spread of COVID-19,” Gov. Hutchinson said.
Key said he would “encourage” school districts to wait until after July 1, but the department is open to alternative graduation plans. He said the department will contact superintendents this upcoming week to let them know how to submit proposals.
“There are a number of techniques that schools have already started exploring to see how they could make this happen as a celebration for their seniors, at the same time, taking into consideration and following our social distancing protocols, the restrictions of congregant gatherings of 10 or more people,” Key said.
He also said the department will continue to monitor data and work the Arkansas Department of Health to consider any modifications to the July 1 order. He also said social distancing guidelines and other directives issued by the governor will prevent private schools from having a traditional graduation.
Education officials and educators also are preparing options in the event COVID-19 spread remains a public health crisis when schools should open in the fall.
“We have teams of teachers we brought together, and principals and superintendents, that are planning out different scenarios and possibilities. It is something that we are looking at and hopefully we’ll be presenting the governor with options coming up in the next couple of weeks,” Key said.
Gov. Hutchinson said the “first option” is to have schools open as normal, but it’s important to have other options in place.
COVID CASES
Known COVID-19 cases in Arkansas totaled 2,830, as of Saturday afternoon, up from 2,741 on Friday. Of the 89 new cases between Friday and Saturday, 47 were inmates in the Cummins state prison.
Of the total of cases, 1,813 are active, with the remainder accounting for deaths and recoveries. The number of deaths rose from 46 to 49. The number of COVID patients hospitalized in Arkansas was 104 on Saturday, unchanged from Friday. Of the COVID-19 patients, 22 were on ventilators, down from 25 on Friday.
As of Saturday at 1 p.m., there were 924,376 U.S. cases and 52,782 deaths. Globally, there were 2,865,938 cases and 200,698 deaths.

Beginning Tuesday April 21st Marion School District will implement changes to our meal delivery service. Until further notice all meals will be delivered on Tuesday and Friday’s.
Monday April 20th breakfast and lunch will be delivered as scheduled.

Spring Sports Cancelled Due to COVID-19 Pandemic
After multiple conversations with the Arkansas Department of Health, the Governor’s Office, the Arkansas Department of Education and with the announcement of the closure of Arkansas schools through the end of the school year, all remaining AAA spring activities, state championships, AHSCA Coaches Clinic, and All-Star games have been cancelled.
“Today’s heart wrenching decision is difficult for all members of the AAA family,” said Lance Taylor, AAA Executive Director. “We sympathize with the students, coaches, parents, and school communities, and especially our graduating seniors, but we recognize that the cancellations will allow our collective focus to remain where it is needed at this time – on the health and safety of all Arkansans. We all must come together to stop the spread.”
The AAA will continue to receive guidance from the Arkansas Department of Health, the Governor’s Office, and the Arkansas Department of Education. The AAA wishes to thank them for their leadership during this COVID-19 pandemic.

AAA Extends “Covid-19 Dead Period” For Schools
Due to the continued spreading of the COVID-19, and after the announcement of the closure of Arkansas schools through the end of the school year, the AAA will extend the “Covid-19 Dead Period” for all AAA member schools through May 30, 2020.
During this time, coaches shall be prohibited from engaging in any type of face to face contact whether it be practicing, training, weight lifting, tryouts, competition or travel. Further, school athletic facilities will be closed during this period. The AAA will work with the Department of Health, Department of Education, and the Governor's office later in May to announce plans following May 30.
We continue to encourage coaches to use technology to keep up with their students during this tough time.

By now many of you have learned that this afternoon the Governor announced the extension of school closings in Arkansas through Friday, April 17. This extension brings with it a long list of questions that we hope to be providing answers for as further direction comes from the Governor and his staff.
What we do know-
1) Following Spring Break our buildings will be open on an abbreviated schedule for our faculty and staff.
2) We will be distributing the second 5 days of AMI by the end of the day tomorrow- which provides for March 30- April 3.
3) A schedule for instruction for April 6 forward will be developed and distributed as further direction is provided by the State.
4) We plan to continue our feeding program weekdays, including Spring Break, from now until school resumes. A revised distribution plan will begin on Monday, March 23, and will be shared tomorrow.

Beginning Monday, March 16, MSD will serve breakfast and lunch at both the VPA and MST locations. Breakfast will be from 8:00 am- 9:00 am. Lunch will be served 11:00 am – 1:00 pm. Students age 18 and under will be served, individuals can pick up only for themselves- all meals will be carry out only. While we will continue to feed students at these locations throughout the week, additional locations may be added. Please check the website for further details.

Parents/Guardians:
Student medication needed for the extended break that is currently at school can only be picked up tomorrow Monday, March 16 from 8-12 (noon) with the campus nurse. After noon tomorrow, if medication is needed please call the central office to make an appointment for pick up.

Parents/Guardians- AMI packets for days 1 - 5 were sent home with students in October. Please have students use those 5 days this week.

Important update from the Marion School District:
There have been significant changes in guidance to schools today regarding
COVID-19. As of now, schools in 4 central Arkansas counties have been
directed to close due to new presumptive positive cases and direct contact
by others with those who have tested positive. The decision to close was
made out of an abundance of caution.
School closure decisions will be made in consultation with the Arkansas
Department of Health (ADH) and Arkansas Department of Education (ADE). The
two agencies will work jointly to provide guidance to districts based on
developments in local communities. The ADH and ADE have established a
dedicated hotline for districts to call to discuss whether preemptive
closures are advised.

The Marion Patriot family lost one of our finest last night with the passing of Elmer West. Elmer made a great impact on so many in our region. At the center of this trust is the belief that we are put on God’s green Earth to make a difference. What have we done for the least of these? I ask this question, knowing that I’m cloaked in human frailty. I’m not perfect. We all aren’t.
However, there comes these rare moments when you know that what you are doing is right. The fact that we all are working together to make a difference in the lives of those who are going through battles that we cannot imagine. We can certainly answer the question above.

Prior to learning about 9/11, HCGC sixth graders shared things they thought they knew to be true about the events of September 11, 2001 and questions they have.
Instead of the usual pen to paper KWL chart, the students shared their thoughts in their digital global classroom with partner schools in Illinois and Japan. 🌏🇺🇸

We, as many others, have been monitoring the social media post that has referenced the threat of possible school shootings on August 29th.
Federal, state, county, and local law enforcement agencies, as well as our own MSD Campus Safety staff, are vigilantly monitoring the situation. At present the threat is believed to be nothing more than a hoax. Moreover, nothing in the post specified our school district or even districts within our region.
Nonetheless, we will continue to monitor the situation and take prudent precautions to make certain that our students and staff remain safe. Please remember that you too can assist in keeping our campuses safe by simply reporting anything that you see or hear to any one of our local law enforcement agencies.
We will continue to keep you updated as information merits.
